Position Summary
The Utility Manager oversees and manages all operational, administrative, and regulatory aspects of the Wasatch Peaks Ranch water and sewer utility systems. This role is responsible for the safe, reliable, and efficient operation of the District’s water source, treatment, transmission, distribution, and sewer collection infrastructure. The Utility Manager ensures regulatory compliance at the state, local, and federal levels, leads utility staff, and supports financial and customer-service functions including utility billing and reporting.
This position requires strong technical knowledge, leadership abilities, and a commitment to operational excellence in a high-expectation private community environment.

Key Responsibilities
Operational Management
  • Oversee daily operation of all water supply, treatment, storage, transmission, and distribution facilities.
  • Manage sewer collection system operations, including lift stations, monitoring systems, and emergency response.
  • Develop and implement preventive maintenance programs for all utility infrastructure, equipment, and controls.
  • Coordinate with contractors, engineers, and internal departments to support ongoing construction, expansions, and capital projects.
  • Respond to utility emergencies, system failures, water-quality issues, and after-hours events as needed.
Regulatory Compliance
  • Ensure full compliance with Utah Division of Drinking Water (DDW), Utah DEQ, EPA, Morgan County Health Department, and all applicable state, local, and federal regulations.
  • Maintain required records, logs, sampling data, testing results, and compliance documentation.
  • Prepare and submit all required reports, including DDW self-monitoring reports, IPS requirements, Consumer Confidence Reports (CCR), and sewer system reporting.
  • Oversee and maintain the District’s cross-connection control program.
  • Work collaboratively with Mountain Green Sewer Improvement District (MGSID) in regard to WPRUD owned sewer collection system.
Administrative & Financial Duties
  • Manage the utility billing process, including meter reading, consumption review, customer inquiries, and coordination with administrative staff.
  • Assist in annual budgeting and long-range capital planning for utility infrastructure.
  • Track operational costs, equipment life cycles, and staffing needs.
  • Develop and maintain Standard Operating Procedures (SOPs) and emergency response plans.
Leadership & Staff Oversight
  • Supervise, train, and mentor utility operators and field personnel.
  • Plan and coordinate staffing schedules, on-call rotations, and training requirements.
  • Evaluate employee performance, support professional development, and maintain a strong safety culture.
  • Ensure that WPRUD’s values, standards, and customer-service expectations are upheld.
Customer & Stakeholder Communication
  • Provide clear, professional communication to homeowners, contractors, regulatory agencies, and internal WPR departments.
  • Support customer service related to utility billing, usage concerns, water quality, pressure issues, and service requests.
  • Coordinate with Roads, Fire, Security, and Construction Management teams for integrated operational planning.

Minimum Qualifications
Education & Certifications
  • Utah Level 2 Water Distribution Operator Certification (Required)
  • Utah Level 2 Water Treatment Operator Certification (Required)
  • Wastewater collection certification preferred but not required
  • Valid Utah driver’s license; CDL preferred.

Experience
  • Minimum of 5 years of experience in water utility operations, including distribution, treatment, and/or sewer collection.
  • Minimum of 2 years in a supervisory or management role.
  • Experience with private or resort-style utility systems a plus.
Knowledge, Skills & Abilities
  • Strong technical understanding of water treatment, hydraulics, pumping systems, SCADA, and utility maintenance.
  • Thorough knowledge of Utah drinking water regulations and reporting requirements.
  • Ability to read and interpret engineering drawings, O&M manuals, and as-builts.
  • Excellent leadership, communication, and organizational skills.
  • Competency with computers, GIS mapping systems, and utility management software.
  • Ability to effectively prioritize and manage multiple concurrent projects.
  • Commitment to safety, professionalism, and high-quality service delivery.

Working Conditions
  • Work is performed indoors in an office environment and outdoors in field conditions, including inclement weather, remote locations, confined spaces, and varying terrain.
  • Must be able to lift 50 lbs., climb ladders, enter vaults, and operate utility vehicles and equipment.
  • Participation in an on-call rotation is required.
